Long Term Decarbonization Strategies (LTS)

Long-term strategies support the Nationally Determined Contributions (NDC) that each country must present and are crucial to achieve the objectives established in the Paris Agreement. The Paris Agreement gives governments flexibility to define their national goals and long-term strategies to ensure that immediate actions and medium and long-term policies are aimed at net zero emissions (Net-Zero) by 2050. This is vital to limit the rise in global average temperature to 2 ° C and as close to 1.5 ° C as possible by the end of the century relative to the pre-industrial era.

Nationally Determined Contributions (NDC)

They are at the core of the Paris Agreement and the achievement of those long-term goals. Nationally determined contributions embody each country’s efforts to reduce national emissions and adapt to the effects of climate change.

Alignment with LTS NDC and sector indicators NDC accounting

The mechanisms for updating the NDCs and their alignment with the Long-Term Strategies are fundamental at this time, and have been addressed by the CBIT/CAEP/ NDC Action projects.

Institutional and legal arrangements

  • It is possible to assumed that the “base” institutional framework is already created in the region and countries need to enhanced capacities to face the ETF requirements.
  • Very little of their budgets is focused on institutionalizing interactions with key actors (at the sectoral and subnational level).
  • There is a growing trend to make medium and long-term agreements with local Academies for the creation of technical inputs (e.g. local emission factors) and capacity building.

Climate Financing

  • Our work in financing is focused on financing received.
  • Great challenges of information availability have been encountered in order to advance in the estimation and reporting of the needed financing.
  • We have great opportunities to encourage climate action between ministries of Finance and Environment.

Technical training, capacity building

  • Strengthening of national inventory teams
  • Follow-up to NDC
  • Preparation for Expert Technical Review
  • Training for future local trainers

Development of M&E systems for adaptation

In the case of adaptation, the countries have focused their efforts on indicators and platform development, but have not dedicated a high % of resources from their projects to this issue.

Development of MRV systems for mitigation

Most of the efforts in this component are focused on:

  • GHG inventory improvement
    Design and development of information platforms
  • Understanding and consistency of MRV systems and indicators.
  • NDC accounting as essential instrument for climate ambition and transparency.
